Virginia SCC: Dominion Energy Rate Schedule GS-5 for customers of 25 MW or more (Case PUR-2025-00058)

AdoptedVirginia, United States (Dominion Energy Virginia service territory)Legally binding

In its final order of 25 November 2025 in Dominion Energy Virginia's 2025 biennial review, the SCC created a new rate class, Rate Schedule GS-5, effective 1 January 2027. GS-5 covers customers with a measured or contracted demand of 25 MW or more on a contiguous site and a measured or expected load factor of at least 75%. Certain large customers must pay a minimum of 85% of contracted distribution and transmission demand and 60% of generation demand, among other requirements. The SCC also directed Dominion to file its new large load interconnection queue process in a separate proceeding on or before 2 February 2026.

Current status

Final order issued. GS-5 takes effect on 1 January 2027. The SCC news release and order mention exemptions for eligible legacy customers. Not modelled here.

Who it applies to

Dominion Energy Virginia customers with measured or contracted demand of 25 MW or more on a contiguous site and a load factor of at least 75%. Demand may be totalised at contiguous locations, not aggregated across accounts.

Exceptions: Eligible legacy customers are exempted from some requirements according to the order. Check the order for detail.

What it means for cooling and power

New Virginia campuses take on long-run minimum payments for transmission, distribution and generation capacity whether or not they ramp, which favours phased contracted demand that tracks real IT deployment.
