Methodology
Methodology and definitions
What our records mean, how numbers are kept comparable and what we do not claim. Research records were last imported on 18 Oct 2026.
Supplier listings
A listing means a company publicly offers products or services in the categories shown, based on its own website and other public sources. It is not an endorsement, a quality rating, a qualification or certification check, or proof that the company supplied any project.
Where a supplier has a research record, each capability, product family, specification and region carries its own source link. A specification is shown with the rating conditions the source states, or "not disclosed". Product availability is shown as prototype, announced, orderable or shipping, as stated by the source.
We check supplier website links for our own maintenance. Link checks are internal housekeeping and are not shown as a quality signal.
A supplier shown on a project, country or technology page is a capability match unless a source confirms a contract. Capability matches are labelled as such.
Sources and review
We prefer primary sources: regulators, legislation, government bodies, utilities and company announcements. Trade press is used for news and is always linked. Every published record lists its sources with access dates and a last-checked date. Records without enough evidence stay in draft and are not published. Unknown values are shown as "not disclosed", never as zero.
Research is prepared by an automated, source-checking process and is labelled "CoolPower Index research (automated, sourced)". We do not claim a named human expert reviewed a record unless that is stated. Material changes are checked against primary evidence before publication.
Capacity and investment numbers
Each number is stored as a claim with its value, unit, metric class, stage, scope, date, source and basis. These rules apply everywhere on the site:
- Metric classes are never added together: IT power, Total facility power, Grid connection, Thermal (cooling duty), Storage power, Storage energy, Energy use, Floor or land area, Investment, Other. MW is power, MWh is energy.
- Stages are never blended into one total: Announced, Permitted, Under construction, Commissioned, Operating and others are shown separately.
- A campus and its phases are never both counted. A 1 GW campus that includes a 100 MW first phase counts as 1 GW, not 1.1 GW.
- Hyperscaler capacity leased in a colocation building is one physical asset with several roles, so it is counted once.
- Cloud regions, availability zones, campuses and buildings are different things. Cloud regions carry no MW and are not counted as data centres.
- Company-wide investment programmes are not converted into MW and not added to project budgets.
- Totals are labelled "tracked public coverage": the sum of the public records we track, not a national or market total. Third-party market estimates are shown separately with their source.
- Conflicting claims stay visible with their dates. Forecasts and estimates are labelled and show their method.
Policy records
Each policy record states its jurisdiction, authority, status, dates, scope and source document. Status uses a fixed vocabulary: Proposed, Consultation open, Consultation closed, Adopted, In effect, Phased implementation, Amended, Superseded, Withdrawn, Status unknown. A proposal is never shown as law. A rule that applies only in England is not shown as UK-wide. Consultations whose closing date has passed leave the upcoming list automatically when the site is rebuilt and remain in the history. Business implications are written separately and labelled as editorial analysis. Sponsors cannot change any policy record.
News and analysis
News pages summarise a public source in our own words, explain what changed and why it matters, and link the original. We do not copy articles. Figures are as reported by the source.
Advertising measurement
Viewable impressions: counted at most once per placement per page view, when at least 50% of the placement is inside the browser window for at least one continuous second while the page is the visible tab. Each page view carries a random id so a repeated or replayed event is ignored. Bots and crawlers (by user agent and automation flag), our own test visits and preview deployments are not counted. This follows the common IAB display baseline but is our own measurement, not accredited or audited. Readers without JavaScript are not counted. Clicks are counted on our server when a reader follows a sponsored link. Exclusive slots are confirmed in writing before payment. Advertising never changes research records, listing order or policy status.
Review cadence (proposed service standard)
Proposed, not yet a measured achievement: news daily, projects and policy weekly or when an event happens, operators and priority suppliers monthly, country pages quarterly, and policy deadline expiry at every site build.
