Georgia PSC: Georgia Power rule for new customers above 100 MW (Docket 44280)
On 23 January 2025 the Georgia PSC unanimously approved a Georgia Power rule under which any new customer using more than 100 MW can be billed on terms and conditions beyond those for standard customers. In addition to site-specific costs, these customers would pay for costs incurred for upstream generation, transmission and distribution as their construction progresses. The rule allows contract lengths of up to 15 years (from 5 years) and minimum billing requirements, and every new Georgia Power contract with a customer in the 100 MW category must be submitted to the PSC for review. The written order was filed on 28 January 2025.
Current status
Rule approved 23 January 2025. Order filed 28 January 2025 in Docket 44280. The PSC said data centre load would be addressed further in the 2025 Integrated Resource Plan. Not covered by this record.
Who it applies to
New Georgia Power customers using more than 100 MW.
Exceptions: Effective date of the rule revisions is not stated in the press release.
What it means for cooling and power
Large Georgia projects should expect PSC-reviewed bespoke contracts, up to 15-year terms and minimum bills, and a share of upstream network costs during construction.
