EU data centre energy-performance reporting (EED Article 12 and Delegated Regulation 2024/1364)
Operators of data centres in the EU with an installed IT power demand of at least 500 kW must report energy, water, renewable energy, waste-heat and related indicators every year. Reports go to a European database, directly or through a national scheme. The Commission publishes only aggregated Member State and EU level results, and individual data centre submissions are treated as confidential. This is a transparency obligation. It does not set efficiency limits.
Current status
Reporting obligation in force. First reporting cycle 15 September 2024, then 15 May each year.
Who it applies to
Data centres in EU Member States with installed IT power demand of at least 500 kW. Colocation operators may gather IT indicators from customers through an anonymous internal mechanism. Delegated Regulation also defines size bands (for example very small data centre 100 to 500 kW).
Exceptions: Data centres used for, or providing services exclusively with the final aim of, defence and civil protection (EED Art. 12(2)). Trade secrets protected in public disclosure.
What it means for cooling and power
Metering of IT energy, total energy, water and reused heat becomes a compliance need for every EU site above 500 kW IT. Suppliers of power monitoring, BMS and DCIM, water metering and heat-recovery equipment can position against the reporting KPIs. Ireland and Germany sites are covered. UK sites are not, because the UK is outside the EU.
